World of Warcraft Classic layering is a new system implemented by Blizzard for the launch of Vanilla WoW. While the plan is to keep World of Warcraft Classic just like the original, to help with the high numbers of players especially on high-population realms with streamers, Blizzard introduced layering.
While players are split up by realms, Blizzard can now put certain groups of players on a different "layer" of that same realm. This allows players to farm and do the same quests without hundreds of players running around. Granted, you'll still be dealing with dozens of players at the same location. It's a trade off for playing on a high-population realm.

World of Warcraft Classic Layering: How to Layer Your Character
The purpose of layering is to allow you to farm without running into tons of players or if you're a mage, you can farm endless hordes of mobs, layer, and start farming the new wave of mobs.
To layer, you need to ask for someone to invite you to a party. Preferably someone on a different layer. You can't really tell who that is, so just ask around or a guild mate or a friend and see if you are layered when you join their party. You'll know because the area around you will either spawn mobs or players that weren't there a second ago.
This is the best tool for mass farm leveling which is popular for mages. The world-first level 60 was a mage that strictly mob farmed and layered every minute or so after he killed all the mobs around him. Is it boring? Yes, but it's highly effective.
