The challenges that he experienced as a result of his exposure to Covid-19 ultimately led to his passing away as a consequence of those troubles. His birth took place on October 6, 1952 in Lock Haven, Pennsylvania, and his parents, H. Dean Neff and Winifred Swoyer Neff, were overjoyed to celebrate the arrival of their son into the world. 1952 was the year when he actually came into the world.

In addition, throughout the course of his life, he was in charge of planning and coordinating annual reunions and celebrations with his classmates from both Mansfield High School and Lincoln Elementary School in Lock Haven. These events took place in Lock Haven. In addition to this, he was able to maintain strong relationships with a considerable number of his classmates from both colleges, which he accomplished in addition to achieving this.
