Resident Evil Hook Man is a character fans were first introduced to in the E3 demo for Resident Evil 4 -- but ultimately was not a part of the final game. Hook Man is also occasionally used in reference to the demo despite that version of the game never releasing.
According to rumors, the Hook Man is linked to rumors circulating around about Resident Evil 8, which is apparently in development.

Resident Evil Hook Man: What is it?
Hook Man was an enemy that appeared in the E3 demo for Resident Evil 4 but was not meant to be a part of the final version of the game. The iteration of the game was also referred to as "Hallucination," as Leon was infected with a virus that would cause him to see hallucinations and was chased by a ghost with a large hook.
Resident Evil 8 is already in development according to rumors on Twitter. A user with supposed sources to Capcom claimed concepts from Hook Man, the version of Resident Evil 4 that was never released, will be used in Resident Evil 8. The hallucinations aspects will play a role in the game, though it is unclear if the Hook Man himself will be an enemy players will meet.
